I do not charge a monthly service, once your website is done the only yearly fees you will have are the renewal of your domain and the hosting of your website. 

Payment structure, the first payment is due upon the first draft of the website, and the second payment is due upon completion of the website layout. Final payment is due upon the publication of
the website.
